Illinois House Committee Advances Bill on Homeschooling Regulations
SPRINGFIELD, Ill. – The House Education Policy Committee voted 8-4 along party lines to advance a bill known as the Homeschool Act, which would impose new requirements on homeschooling families in Illinois. The bill would require families to notify their school districts when choosing to homeschool and would mandate that parents or guardians teaching their children at home have a high school diploma or equivalent. Additionally, the bill allows education officials to request proof of teaching materials and student work if they suspect a child is not receiving proper instruction.
Opponents, including homeschool advocates and religious groups, argue that the bill represents unnecessary government intrusion and could disproportionately burden low-income and minority families. Supporters of the bill point to cases of abuse and neglect, where homeschooling has been used as a cover for abuse. The bill is sponsored by Rep. Terra Costa Howard, who introduced it following an investigation revealing little accountability for children removed from school and not receiving an education.
