Illinois is ranked 38th in the country in terms of state education freedom, according to the American Legislative Exchange Council’s 2025 Index of State Education Freedom. The state received a “D” grade due to factors such as the decision to shut down the Invest in Kids program. One positive aspect for Illinois was its high grade for homeschooling environment.
The top five states for education freedom are Florida, Arizona, Arkansas, Oklahoma, and Iowa, while the bottom five are New York, Massachusetts, Oregon, Rhode Island, and Kentucky. ALEC CEO Lisa B. Nelson emphasized the importance of empowering families with education freedom and highlighted the role of states in shaping education policy.
The Index evaluates state education policies in categories like school choice programs, charter schools, homeschooling, and financing programs. ALEC’s Andrew Handel stressed the significance of financing programs, which allow dollars to follow students to the best school for them. Lawmakers are encouraged to prioritize students and provide universal education freedom for all families based on the report’s findings.
