Aqua Illinois Secures Rate Increase Amid Controversy and Legal Challenges

SPRINGFIELD, Ill. (CAPITOL NEWS ILLINOIS) – Aqua Illinois, a privately owned water utility, is poised to implement a rate increase in 2025 after a protracted year of legal disputes and strong public backlash. While the Illinois Commerce Commission (ICC) has authorized the increase, it has been significantly reduced – down to a projected $11.6 million from an original $19.2 million request, representing a 43% cut. This adjustment stems from concerns raised by consumer advocates, including the Citizens Utility Board (CUB), regarding the potential impact on customer bills.

The approved rate hike will go towards infrastructure enhancements across 14 northern Illinois counties, ensuring safe water delivery. However, Aqua had initially aimed for a higher return for investors, seeking a 10.8% profit margin, which the ICC also scaled back to 9.6%. Aqua defended the need for this increase, citing substantial investments made since their last rate adjustment six years ago.

In response to advocacy for low-income residents, the ICC has approved a discount program set to launch in July 2025, allowing eligible households with incomes below 150% of the federal poverty level to receive a 70% reduction in usage-based charges. ICC Chair Doug Scott reaffirmed the agency’s commitment to balancing infrastructure investments with customer needs, acknowledging concerns about shifting costs to residential customers.

Despite water quality issues in several communities and vocal opposition from affected residents during public hearings, CUB’s executive director described the decision as a “step in the right direction,” expressing hope for further reductions in the profit margins for shareholders. Advocates emphasize the importance of ensuring no resident has to choose between essential needs and utility payments.
