CUB: Championing Consumer Rights and Education in Illinois Utility Matters
The Citizens Utility Board (CUB) of Illinois marks an impressive milestone, having saved consumers around $20 billion over 40 years by blocking unnecessary rate hikes and securing refunds. Executive Director Sarah Moskowitz emphasizes the organization’s crucial role in representing utility ratepayers, noting many individuals remain unaware of CUB’s existence and its legislative origins.
Founded in 1984, CUB advocates for consumers affected by electric, gas, and water utility rate increases. The organization not only fights proposed rate hikes but educates the public on energy costs, discount programs, and the dangers of predatory energy practices. CUB has seen notable successes, including reforms that mandated audits of utility spending and significant savings against rate hikes, highlighted by a landmark $1.9 billion saved from a ComEd rate increase in 1986.
CUB played a vital role in passing the 2021 Climate and Equitable Jobs Act, which aims for 100% carbon-free energy in Illinois by 2045. More recently, the organization contested electric and natural gas rate hikes, resulting in a significant reduction of $1.6 billion from proposed increases last year.
Despite criticism associated with large utility donations, CUB survives on grants, donations, and memberships, totaling $2.2 million in revenue in 2023. In anticipation of a renewable energy transition, CUB remains committed to supporting vulnerable customers, ensuring affordability and reliability remain priorities.
To celebrate its 40th anniversary, CUB is hosting over 300 events statewide, offering valuable resources, including energy-saving tips and personalized bill analysis. Community engagement sessions also inform residents about solar energy benefits and programs. With a direct helpline for consumer queries, CUB reinforces its dedication to protecting and educating Illinois utility consumers, especially as winter approaches.
